Design Hollow Block

what makes for a good cheap energy efficient external wall?
I have a basic design for a house that I would like to build (chief architect file) but am unhappy about the walls selection
The house is to be built in Austria so its got to hold in heat with -20 C outside
my thinking is using hollow block concrete bricks such as these http://www.masterblock.co.uk/index.html as the external wall (middle 1) with 2X4 framing, foam insulation and plasterboard nailed onto it.
once I have this I’ll be able to add them to my design and get an actual architects opinion but I’d like to get as much done as I possible before that.
In Europe, especially Austria, you should build like the locals do for max energy conservation;
Brick and mortar
2×4 framing
Foam insulation
plasterboard for internal side
stucco for external side
